I am a municipal attorney and consultant with nearly 35 years of experience. As a City Attorney, whether employed full-time or as outside counsel, I have handled virtually every aspect of municipal law including charter issues, litigation, human resource, labor and employment matters, taxation/budget, elections, labor and employment, municipal finance, procurement issues, public works issues, code compliance, torts and civil rights, real estate, RLUIPA, land use and zoning matters, petition and referendum issues, construction law, Sunshine/ public records laws, conflict of interest/ ethical issues, drafting of contracts and legislation, eminent domain, police issues, telecommunications/franchise matters and historic preservation. I have consulted with numerous cities on a variety of municipal issues. Whether serving as lawyer or municipal consultant, I work diligently with my clients to understand their goals and to help establish the strategy for achieving the client’s objectives and consistently provide explanations, expertise and judgment to enable my clients, either the City Commission or the Manager/ Department Heads, to make their most informed decisions in a result-oriented, practical and cost-effective manner. Experience:

Special Counsel and Municipal Consultant on all municipal issues including incorporation and charter issues; hiring/firing and other human resource issues; environmental or economic sustainability, government structure, fundraising through city affiliated 501(c)(3) entities, land use and zoning, impact fees, and outsourcing of municipal services.
